S.E. M. Paul Kagame, Président de la République du Rwanda, a été nommé pour diriger le processus de réformes institutionnelles de l'UA. Il a nommé un comité panafricain d'experts chargé d'examiner et de soumettre des propositions pour un système de gouvernance de l'UA qui permettrait à l'organisation d'être mieux placée pour relever les défis auxquels le continent est confronté afin de mettre en œuvre les programmes qui ont le plus grand impact sur la croissance et le développement de l'Afrique, de manière à concrétiser la vision de l'Agenda 2063.

Background
Africa made deliberate efforts during the period under review to consolidate the gains in growth and development registered over the first decade of the millennium. The advent of Agenda 2063 provided a substantial impetus for the Continent to strengthen its resolve and galvanize around a common development framework. The elaboration of the First Ten Year Implementation Plan was widely welcomed by AU Member States.
The High-Level Forum aims to reflect on progress achieved in the first decade of Agenda 2063 implementation and highlight key priorities for the Second Ten-Year Implementation Plan (STYIP). The forum will be graced by ministers, ambassadors, and senior national government officials from AU Member States as well as RECs, AU organs, media, academia, representatives of civil society, representatives of the private sector and development partners.
The AU Champion on Agenda 2063, H.E Ouattara Alassane, President of the Republic of Cote d’Ivoire will present a draft report of the Special Project following extensive national level consultations by AU Member States, focus group discussions, key informant interviews, reviews of existing relevant documents as well as special studies including foresight and scenario analyses. The Special Project’s overall objective was to assess Africa’s performance and progress along the 20 goals and set targets defined in Agenda 2063 FTYIP and as well as draw lessons from the first decade of implementation to prepare the successor ten-year plan.
Africa has registered varied levels of development outcomes owing to the design and implementation arrangements, including funding levels, implementation capacities, political support and awareness and domestication levels, amongst others. Furthermore, external shocks also had an impact on the volume and quality of results that were realized.
Agenda 2063 is Africa’s 50-year development framework that embodies the aspirations of the African people and buttresses the vision of the African Union - “An integrated, prosperous and peaceful Africa, driven by its citizens and representing a dynamic force in the global arena”. The First Ten-Year Implementation Plan (FTYIP) of Agenda 2063 will end in 2023. In this regard, the Executive Council under decision EX.CL/Dec.1164(XL) called upon the AUC and AUDA-NEPAD to lead the evaluation of the FTYIP and the development of the Second Ten-Year Implementation Plan, also referred to as “the Special Project”.

About Agenda 2063 Special Project. In May 2013, the African continent re-dedicated herself to the attainment of the Pan-African Vision of “An integrated, prosperous and peaceful Africa”. Agenda 2063 Framework document was adopted by the 24th Session of the AU Assembly of Heads of State and Government. In January 2015, the Executive Council directed the AUC to prepare the First Ten-Year Implementation Plan (FTYIP) spanning 2014 – 2023. Cognizant of the fact that the FTYIP comes to an end in 2023, the Executive Council Decision EX.CL/ Dec.1164(XL) called upon the African Union Commission (AUC), and the African Union Development Agency (AUDA-NEPAD) to lead the process of evaluation of Agenda 2063 FTYIP (2014 – 2023) and the development of the successor ten-year plan (2024-2033). The two discrete but interrelated processes are also referred to as Agenda 2063 Special Project.
