C'est le cadre stratégique pour la réalisation de l'objectif de développement inclusif et durable de l'Afrique et une manifestation concrète de la volonté panafricaine d'unité, d'autodétermination, de liberté, de progrès et de prospérité collective poursuivie par le panafricanisme et la Renaissance africaine.
S.E. M. Paul Kagame, Président de la République du Rwanda, a été nommé pour diriger le processus de réformes institutionnelles de l'UA. Il a nommé un comité panafricain d'experts chargé d'examiner et de soumettre des propositions pour un système de gouvernance de l'UA qui permettrait à l'organisation d'être mieux placée pour relever les défis auxquels le continent est confronté afin de mettre en œuvre les programmes qui ont le plus grand impact sur la croissance et le développement de l'Afrique, de manière à concrétiser la vision de l'Agenda 2063.

In the lead up to the 4th Mid-Year Coordination Meeting (MYCM) to be held in Lusaka, Zambia on the 17th of July, the African Union’s Executive Council will meet in its 41st Ordinary session from the 14th to the 15th July.
Among others, the meeting will consider reports on:
The Executive Council will elect and appoint two judges of the African Court on Human and Peoples’ Rights; one member of the African Commission on Human and Peoples’ Rights; two members of the African Union Advisory Board Against Corruption; one representative of Southern Africa for the 5th Panel of the Wise, and appoint members of the AU Board of External Auditors.
Further, the Executive Council will consider the draft working documents and declaration of the 4th Mid-Year Coordination Meeting between the African Union, the Regional Economic Communities and the Regional Mechanisms. These documents include; the Report on the Status of the Regional Integration in Africa and the Report on the Division of Labour Between the AU, RECS/RMS and Member States. The ministers will consider the Success Story of INTER-REC Cooperation based on the Tripartite FTA Between COMESA, EAC SADC and the EAC. They will hold a High-Level Reflection and Policy Orientation on evaluation of the First Ten Year Implementation Plan and elaboration of the Second Ten Year Implementation Plan of the African Union’s Agenda 2063 development framework; and consider the draft agenda as well as the draft declaration of the 4th Mid-Year Coordination Meeting between the AU, the RECs and RMs.
On the 16th of July, a pre-launch event of the inter-regional knowledge exchange (I-RECKE) on Early Warning and Conflict Prevention will be held. I-RECKE is an institutional community of practice for intra-continental and cross-regional learning to build peace. It is a Pan-African mechanism for developing, capturing and documenting knowledge and also sharing lessons learned, and experiences on governance and conflict prevention on the continent.
The 17th of July will see the holding of the 4th Mid Year Coordination Meeting between the bureau of the AU Assembly and Regional Economic Communities (RECs), with the participation of the Chairpersons of RECs, the AU Commission and Regional Mechanisms (RMs), with the aim of aligning their work and coordinating the implementation of the continental integration agenda.
During the ongoing meetings, the host country will launch the Zambia water investment programme and high level water investment forum, and hold a meeting on strengthening public health emergency operations centers in Africa. It will also launch the education plus initiative for adolescent girls and young women’s empowerment in sub Saharan Africa.
