African Universities challenged to adapt to technological innovationsand leverage agricultural transformation

Dr. NkosazanaDlaminiZuma haschallenged Universities to adapt to technological innovations and to catch up quickly with the rest of the world.Emphasizing the critical role of the Universities in producing knowledge, research, technologies and innovations, Dr. DlaminiZuma said:“Africa must invest much more in education, science, research and technology to meet its own development targets, and claim its stake in the world and knowledge economy. It must also strengthen collaboration between universities and industry; and accelerate intra-African research and scientific cooperation.”
The AU Commission Chairperson wasaddressing over 600 delegates attending the Fourth Regional Universities Forum for Capacity Building in Agriculture Biennial Conference currently underway 19 – 25 July 2014, at the Eduardo Mondlane University in Maputo, Mozambique.
The Regional Universities Forum for CapacityBuilding in Agriculture (RUFORUM) is celebrating its 10th anniversary under the theme, “African Higher Education Week: Transforming Agricultural Education – a Platform for the Way Forward.”
FUFORUM’s 10th anniversary celebrations coincides with the AU annual theme of Agriculture and Food Security, as well as the 10th anniversary of the Comprehensive AfricanAgricultural Development Programme (CAADP), a blue print agreed upon, and signed in Maputo in 2003, by African Heads of Statesand Governments for achieving 6% economic growththrough agricultural transformation.
In her keynote address Dr. DlaminiZuma said thatAgriculture over the last decade grew by 4% per annum, lower than the target of 6% as envisaged by CAADP.“African agriculture should and must do much better, to ensure our collective food security, to reverse the trend of being a net importer of food, to create jobs and to contribute towards industrialisation.”She added.
Another keynote address was delivered by Mrs. GracaMachel, a Member of the International Panel of Elders and Former Mozambiquan Minister of Education. The event was officially opened by the Minister of Science and Technology, and representative of the Prime Minister of the Republic of Mozambique.
RUFORUM is an African-led initiative, created in 2004 by Vice Chancellors, as a collective of institution (network)and platform aligned with CAADP processes, for networking, advocacy, and resourcesmobilisation for food and nutrition-related faculties.
In 2008, the Bill and Melinda Gates Foundation (BMGF) provided key core support that sustained the Makerere University-based Secretariat.RUFORUM currently has 19 membercountries and 42 member universities as a voice for Higher Education in Agriculture in Africa.

Addis Ababa, 21 July 2014: The Chairperson of the Commission of the African Union (AU), Dr. Nkosazana Dlamini-Zuma, strongly condemns the attack that was carried out on 20 July 2014, in Nassir Town, in the Upper Nile State, by the SPLM/A (in Opposition), headed by Dr. Riek Machar.
The attack is all the more reprehensible as it took place against the background of renewed efforts by the Intergovernmental Authority on Development (IGAD), with the support of the AU, the United Nations (UN) and other members of the international community, to move forward the peace process. The attack is in violation of the recommitment made by the Parties, in Addis Ababa, on 9 May 2014, to fully comply with the Cessation of Hostilities Agreement.
The Chairperson of the Commission calls on all the South Sudanese parties, in particular the SPLM/A (in Opposition), to fully comply with all Agreements they have signed and immediately return to the negotiating table. She also calls on them to respect the integrity of the Monitoring and Verification Mechanism (MVM), as well as to guarantee the safety of its Monitors, who have been deployed in various locations in South Sudan, including in Nassir Town.
The Chairperson of the Commission reiterates AU’s continued support to IGAD mediation efforts. She stresses the urgency of reconvening the political talks so as to facilitate the early establishment of the transitional Government as per the 9 May and 10 June 2014 Agreements and a lasting solution to the conflict.

The Chairperson of the African Union Commission, H.E. Dr. Nkosazana Dlamini Zuma, has expressed her condolences to the Governments and People of The Netherlands, Malaysia and other nationals killed in the Malaysia Airlines that crashed on 17 July 2014, while flying from Amsterdam to Kuala Lumpur.
The Malaysia Airline flight MH17 carrying almost 300 passengers and crew members was reportedly shot down from the airspace along the Russia-Ukraine border.
"It is very wrong and extremely sad for a civilian carrier to be an object of target by anyone, for whatever reasons. There must be an immediate and full international investigation into this unfortunate and deplorable incident. Those responsible must be made to account for this heinous crime. My prayers and heartfelt condolences go to the families, relatives and friends of the victims. Dr. Dlamini Zuma shared her grief with the victims while calling for justice to take its course.
Rebels and the Government authorities in Ukraine have been trading accusations as to who may have blown up the Malaysia Airline. This is the second disaster to befall Malaysia Airlines after the disappearance of Flight MH370 in March this year.

Addis Ababa, 17 July 2014: The Chairperson of the Commission of the African Union (AU), Dr. Nkosazana Dlamini-Zuma, welcomes the launch, yesterday, in Algiers, of the first phase of the Inter-Malian Inclusive Dialogue, which should continue until 26 July 2014. The UA was represented at the ceremony by a delegation headed by the Commissioner for Peace and Security, Ambassador Smail Chergui, and comprising particularly former President Pierre Buyoya, High Representative for Mali and the Sahel.
The Chairperson of the Commission urges the Malian stakeholders to seize the opportunity afforded by the Algiers Talks to embark on a frank and open dialogue with a view to finding a negotiated and consensual solution to the current crisis, within the framework of the respect of the sovereignty, unity and territorial integrity of Mali. She stressed the need for the stakeholders to build on the significant achievements that are the Ouagadougou Preliminary Agreement, concluded on 18 June 2013, under the auspices of Presidents Blaise Compaore and Goodluck Jonathan, Mediator and Associated Mediator of the Economic Community of West African States (ECOWAS), as well as on the Algiers Declaration and Platform, signed by the Malian armed movements, on 9 and 14 June 2014 respectively.
The Chairperson of the Commission notes with satisfaction the renewed commitment of President Ibrahim Boubacar Keita and of his Government to work for a peaceful and sustainable solution, as well as the commitment expressed by the armed movements to respect the unity and territorial integrity of Mali. She welcomes the release, on the eve of the Algiers Talks, of prisoners held by both sides, stressing that the latter constitutes a confidence-building measure and a boost for the chances of success of the ongoing dialogue.
The Chairperson of the Commission expresses the full support of the AU to the efforts made by the Algerian Government, under the authority of the President Abdelaziz Bouteflika, in order to help the Malian stakeholders to take up the challenges faced by their countries. She welcomes the commitment of the other countries in the region participating in the High Level Consultation meetings on the Inter-Malian Dialogue (Burkina Faso, Chad, Mauritania and Niger) and that of ECOWAS, as well as the mobilisation of international partners, in support of the ongoing process.
The AU, which contributes, alongside ECOWAS, the United Nations, the European Union and the Organisation of Islamic Cooperation, to the facilitation led by Algeria, will continue to provide its support to the negotiations through its High Representative for Mali and the Sahel and the experts who assist him.

Statement on the Israeli Aggression Against Gaza
Addis Ababa, Ethiopia – 17 July 2014: The African Union Commission Chairperson H.E. Dr. Nkosazana Dlamini Zuma has been following with concern developments in the Palestine and Israel, in the context of Africa’s ongoing solidarity with the struggles of the Palestinian people for self-determination.
The Chairperson deplores the recent outbreak of hostilities and the attacks against the inhabitants of the Gaza Strip, which has led to more than two hundred people killed and over a thousand and five hundred more injured. The civilians in Gaza continue to suffer from these attacks and intensified restriction of movement. These attacks have ruined Gaza's infrastructure and electricity cables, demolished houses, schools and hospitals in addition to seriously polluting the environment.
Dr. Dlamini Zuma also urges all Palestinian parties to stop attacks from Gaza against Israel, including rocket bombing and border attacks.
She calls upon the parties to end all forms of aggression, for the removal of all blockades against Gaza and on all to work towards creating an atmosphere conducive to peaceful negotiations.
The Chairperson recalls the AU’s full support to the Palestinian people, as reaffirmed in the Summit adopted Decision Doc.EX.CL/848(XXV) during the 25th Ordinary Session of the Executive Council of the AU held in Malabo, Equatorial Guinea, in June 2014, in their quest for the restoration of their legitimate right to establish an independent State co-existing peacefully with the State of Israel.
The AU Commission Chairperson urges the UN Security Council to do its utmost to stop the on-going violence and work to achieve a just, comprehensive and lasting peace in the region based on the principle of a two-state solution, according to the 1967 borders, and apply the provisions of relevant international law and previous decisions of the Council in this regard.

Ezulwini, Swaziland, 16 July, 2014: African Union Commission Chairperson, H.E. Dr. Nkosazana Dlamini Zuma has arrived in Ezulwini, Swaziland to participate in the Seventh Conference of African Ministers in charge of integration (COMAIV11), being held under the theme, infrastructure and integration in Africa. She was met on arrival by the Commissioner of Economic Affairs Dr Anthony Mothae Maruping, accompanied by the Director Dr Rene Kouassi N’Guettia.
The ministerial conference is taking place on 17 and 18 July 2014, and its key outcomes will be; concrete recommendations on the theme of the conference: the way forward regarding the African Regional Integration Fund; adoption of the regional integration index as Africa’s M&E framework of assessing the progress in the integration agenda; and a ministerial declaration highlighting among others, the strategies and actions to speed up infrastructure development to support regional integration
Dr. Dlamini Zuma will be spurring the Ministers to take more practical steps to speed up Africa’s continental integration agenda. She will be urging the Ministers to accelerate the implementation of the 16 priority projects discussed during the Dakar Financing Summit that held last June in Dakar, Senegal.
The ministerial conference follows a three-day technical meeting of experts who discussed a number of topics in preparation for the ministerial meeting; among which were the 2014 report on the status of integration in Africa; the study report of the African integration fund; the African regional integration index; the report on implementation of the COMAI VI recommendations; the Common African Position (CAP) on Post 2015 Development Agenda; and the Africa Agenda 2063.
34 member states of the African Union attended the experts meeting, in addition to three regional economic communities and the United Nations Economic Commission for Africa (UNECA), representatives of the African private sector and civil society.

AUC Chairperson Congratulates Germany for 2014 FIFA World Cup Victory
The Chairperson of the African Union Commission, H.E. Dr. Nkosazana Dlamini Zuma, congratulates the German Chancellor H.E. Angela Merkel, the German Team and its People for their brilliant victory in the 2014 edition of FIFA World Cup in Brazil.
"The German team's spectacular performance is a reflection of success built on a solid foundation of great determination, refined skills set, team discipline and being tenacious" Dr. Dlamini Zuma applauded the German team.
She also congratulates Argentina, the 2nd of the 32 competing teams for putting up an equally brilliant performance until the very end. Dr. Dlamini Zuma also paid tribute to Brazil for successful hosting and for its team’s 4th position placing.
The AU Commission Chairperson commends the five African teams at this year's tournament for representing the African continent, in particular the Algerian and Nigerian teams who progressed to the second phase of the tournament.
Dr Dlamini Zuma encourages AU Member States to reflect on the overall performance of African teams at the world tournament with the aim of striving to progress beyond the quarter finals, as the world prepares for Russia in 2018.

Addis Ababa, 10 July 2014: The Chairperson of the Commission of the African Union (AU), Dr. Nkosazana Dlamini-Zuma, today appointed Lieutenant General (Rtd.) Jackson Kiprono Tuwei, a Kenyan national, as the new AU Special Envoy for the Issue of the Lord’s Resistance Army (LRA). Lt. Gen. Kiprono Tuwei replaces Ambassador Francisco Caetano Jose Madeira, who remains the AU Special Representative for Counter-Terrorism Cooperation and Director of the Algiers-based African Centre for the Study and Research on Terrorism (ACSRT).
As the new Special Envoy for the LRA Issue, Lt. Gen. Kiprono Tuwei will oversee the continued implementation of the mandate of the AU-led Regional Cooperation Initiative for the Elimination of the LRA (RCI-LRA). In this respect, he will ensure the overall coordination of the RCI-LRA, in consultation with the member countries of the Initiative. He will also spearhead the efforts to mobilize international support towards the elimination of the LRA and the rehabilitation of the LRA-affected persons and areas. Lt. Gen. Kiprono Tuwei will work closely with the newly-appointed Special Representative of the United Nations (UN) Secretary-General and Head of the UN Regional Office for Central Africa (UNOCA), Abdoulaye Bathily, relevant UN agencies and other partners, notably the European Union and the United States, who are providing financial and logistical support to the implementation of the RCI-LRA, as well as with non-governmental organizations.
Lt. Gen. Kiprono Tuwei served for 38 years in the Kenya Defense Forces (KDF), in various capacities. He notably held the positions of Commandant of the National Defense College, from August 2005 to October 2008, Commandant of the Armed Forces Training College, from August 2002 to August 2005, and Commander of the Army Logistics Command, from December 1999 to August 2002. He attended a number of military courses, including Command and Staff at the Defence Staff College of Kenya, from June 1984 to May 1985, and War College at the Royal College of Defence Studies (RCDS) in the United Kingdom (UK), from January to December 1995.
The Chairperson of the Commission expresses her appreciation to Ambassador Francisco Madeira, who, for about two years and half, assumed, on an interim basis, the responsibility of Special Envoy for the LRA Issue, concurrently with his position as Special Representative for Counter-Terrorism Cooperation and ACSRT Director. During his tenure as Special Envoy, the RCI-LRA, which was launched in March 2012, registered commendable progress against the LRA, including the full operationalization of all the contingents as well as Sectors of the Regional Task Force (RTF), greater coordination among the member countries of the RCI-LRA and mobilization of international support. These efforts have resulted in the significant degradation of the command and fighting capacity of the LRA and relative improvement in the humanitarian situation on the ground.

Addis Ababa, 9 July 2014: The Chairperson of the Commission of the African Union (AU), Dr Nkosazana Dlamini Zuma, looks forward to working closely with the new members of the AU Panel of the Wise. At their 23rd Ordinary Summit, held in Malabo, Equatorial Guinea, on 26 and 27 June 2014, the Heads of State and Government endorsed the proposals she made for the appointment of the five new members of the Panel, who are:
- Dr Lakhdar Brahimi, from Algeria, for North Africa;
- Mr Edem Kodjo, from Togo, for West Africa;
- Dr Albina Faria de Assis Pereira Africano, from Angola, for Central Africa;
- Dr Luisa Diogo, from Mozambique, for Southern Africa; and
- Dr Specioza Naigaga Wandira Kazibwe, from Uganda, for East Africa.
The new members of the Panel are due to assume office in September 2014, at a ceremony to be held at the AU Headquarters in Addis Ababa. They will seize that opportunity to review and adopt their programme of work. The Chairperson of the Commission is confident that the new members of the Panel will give additional momentum to the AU’s efforts in conflict prevention, building on the work carried out so far. In line with relevant provisions of the Protocol that established the Peace and Security Council (PSC), the AU policy making organs have, over the past few years, repeatedly emphasized the need for renewed efforts towards conflict prevention in Africa.
The Chairperson of the Commission seizes this opportunity to pay tribute to the outgoing members of the Panel of the Wise, which was chaired by late President Ahmed Ben Bella. Former President Kenneth Kaunda, Dr Salim Ahmed Salim, Madame Marie Madeleine Kalala-Ngoy, and Dr Mary Chinery Hesse will now become Friends of the Panel.
NOTE TO THE EDITORS
About the establishment and mandate of the Panel of the Wise: The AU Panel of the Wise is one of the components of the African Peace and Security Architecture (APSA), as provided for in the 2002 Peace and Security Council (PSC) Protocol. The Panel, which was launched in Addis Ababa, in December 2007, is composed of five highly respected African personalities who have made outstanding contribution to the cause of peace, security and development on the continent. They are selected by the Chairperson of the Commission after consultation with the Member States concerned, and appointed by the Assembly of the Union to serve for a period of three years.
The Panel is mandated to support the efforts of the PSC and those of the Chairperson of the Commission, particularly in the area of conflict prevention. The Panel may advise the PSC and the Chairperson of the Commission on all matters within their respective competences; carry out fact-finding missions as an instrument of conflict prevention; encourage parties, where appropriate, to engage in political dialogue; and promote confidence-building measures. The Panel may also pronounce itself on any issue relating to the promotion and maintenance of peace, security and stability in Africa.
About the work of the Panel of the Wise: Since its inception, the Panel of the Wise has undertaken a number of thematic reflections on issues relevant to conflict prevention and peace-building, namely:
election-related disputes and conflicts;
impunity, justice and national reconciliation;
women and children in armed conflicts; and
democratization and governance.
The thematic reflection on election-related conflicts and violence was initiated following the post-election crisis in Kenya in December 2007. The report of the Panel on this issue and its recommendations were adopted in July 2009 by the AU Assembly of Heads of State and Government.
The decision of the Panel to reflect on fighting impunity, along with its relationship to truth, justice and reconciliation in Africa, was taken in November 2008, following renewed debate on this topic.
The choice of the topic of women and children in armed conflicts was informed by the empirical evidence, accumulated over decades, confirming that women and children suffer most wherever and whenever there is a breakdown of social order, rule of law and ascendance of violence. The report of the Panel will be submitted in due course to the relevant AU organs.
The decision to devote a thematic reflection to the implications of the popular uprisings in North Africa for the democratization processes in Africa is in response to the request made by the 275th meeting of the PSC, held in Addis Ababa, on 26 April 2011, for the Panel to undertake a comprehensive review of the existing mechanisms relating to democratization and governance in Africa, and make recommendations to it.
In addition to its thematic reflections, the Panel of the Wise has undertaken a number of field missions in support of democratization and transition processes on the continent.
The Panel of the Wise works closely with the Regional Economic Communities (RECs). It has undertaken joint activities with the Committee of Elders of COMESA, the Council of the Wise of ECOWAS, as well as the Secretariats of IGAD, SADC and the ICGLR. In May 2013, the AU Assembly decided to establish an umbrella mechanism called the Pan African Network of the Wise (PANWISE). PANWISE brings together mediation institutions and actors across the continent, with a view to building synergies among all concerned.About the new members of the Panel of the Wise: The new members of the Panel of the Wise were elected by the AU Summit held in Malabo, on 26 and 27 June 2014. These are:
a) for North Africa, Mr. Lakhdar Brahimi from Algeria – Mr. Brahimi held senior positions in his country, notably as Ambassador to several countries, from 1963 to 1979, and Foreign Minister, from 1991 to 1993. He also held senior positions in the League of Arab States and the United Nations, including as Special Envoy;
b) for West Africa, Mr. Edem Kodjo from Togo. Mr. Kodjo has been Finance and Foreign Minister from 1976 to 1978, as well as Prime Minister, from 1994 to 1996. He also served as Secretary-General of the Organization of African Unity, from 1978 to 1983;
c) for Central Africa, Dr. Albina Faria Assis Pereira Africano from Angola. Dr. Africano has been Minister of Petroleum from 1992 to 1999 and Minister of Industry from 1999 to 2000. She also held the position of Special Advisor to the President for Regional Affairs;
d) for East Africa, Dr. Spesiosa Wandira from Uganda. Dr. Wandira has been Minister of Gender and Community Development from 1991 to 1994, Member of Parliament and, from 1994 to 2003, Vice-President of Uganda. She also chaired the African Women Committee on Peace and Development; and
e) for Southern Africa, Dr. Luisa Diogo from Mozambique. Dr. Diogo held several ministerial portfolios. She was Deputy Minister of Finance, then Planning and Finance Minister. From 2004 to 2010, she was Prime Minister. -

AUC Chairperson attending Women Parliamentarian Global Forum in Kigali
Addis Ababa, Ethiopia, 30 June, 2014: The Chairperson of the African Union Commission, H.E. Dr. Nkosazana Dlamini Zuma left Addis Ababa on Monday 30 June to attend the second Women in Parliaments’ Global Summit taking place from 1-3 July 2014 in Kigali, Rwanda.
“Women parliamentarians from Africa and around the world are meeting to exchange ideas and strategies on increasing women’s numerical presence in parliaments. Beyond the numbers, we will share lessons and experiences on specific contributions of women in shaping national policies and programmes, when they are in parliament,” Dr. Dlamini Zuma said before departing for Kigali.
While advocating for increased women’s participation in all spheres of governance and development, Dr. Dlamini Zuma will deliver a keynote address on gender balance in politics and its role in social change. She will participate in a panel discussion, and also give a speech at the official dinner and cultural session, to be hosted by the Parliament of Rwanda.
Other speakers at the summit will include among others the President of the Republic of Rwanda H.E. Mr Paul Kagame; Prime Minister of Norway Rt. Hon. Ms Erna Solberg; President of the Senate of Rwanda H.E. Mr Jean Damascene Ntawukuliryayo; UN First Assistant Secretary-General for Safety and Security Ms Clotilde Mbaranga Gasarabwe;

AU Commission Chairperson and Cuban Vice President meet in Malabo
Malabo, Equatorial Guinea, 26 June 2014: The Chairperson of the African Union Commission, H.E. Dr. Nkosazana Dlamini Zuma and Cuba’s Vice President, H.E. Salvador Valdes Mesa have met in Malabo, Equatorial Guinea on the sidelines of the ongoing 23rd African Union Summit.
They discussed issues of mutual interest to Cuba and the African Union. Vice President Valdes Mesa expressed admiration for the AU’s work, especially in forging regional integration, and maintaining peace and security on the continent.
Dr. Dlamini Zuma shared the challenges the continent is currently dealing with. Notwithstanding the challenges, she explained the consultative process to conceive Africa’s ambitious Agenda 2063, which will lay the framework for Africa’s development for the next 50 years. Once completed, it will allow friends of Africa to better engage the continent its development agenda.
Vice President Valdes Mesa assured the Chairperson of his country’s commitment to support Africa in every aspect, notably in human development. He delivered greetings from Commander Fidel Castro and General Raul Castro.
