    World Bank signs US$ 25 million grant for African Union Commission to boost support for economic transformation in Africa

    WASHINGTON, August 8, 2014 – The World Bank Group and the African Union Commission (AUC) today signed an International Development Association (IDA*) grant of US$25 million to support capacity development of the AUC and other African Union organs.

    The funding for the Support for Capacity Development of the AUC and other African Union Organs Project will strengthen the AUC’s capacity to facilitate economic development and transformation by improving institutional efficiency. The agreement was signed by Jim Yong Kim, the World Bank President and H.E. Dr. Nkosazana Dlamini Zuma, AUC Chairperson.

    “Our partnership with AUC opens new doors for collective action by bringing global solutions for the benefit of Africa to promote economic transformation and development,” said Jim Yong Kim, World Bank Group’s President.

    The project focuses on internal staffing and management systems, supporting external partnerships and programs to strengthen regional economic development initiatives in regional trade, energy, infrastructure, governance and natural resource management benefiting African Union member states and their people.

    “This support is very important as it will help us enhance our corporate governance and management systems to improve the lives of African women, youth and citizens. But more than that, I appreciate the World Bank’s willingness to support the AU as an organization that represents 54 African member states,” said Dr. Nkosazana Dlamini Zuma, the Africa Union Commission Chairperson.

    The project will assist the AU Commission to implement its Strategic Plan 2014-17 and Agenda 2063, its flagship road map for African development over the next 50 years which calls for regional economic transformation by encouraging the participation of all stakeholders including the AU’s Member States, Organs, and Permanent Representatives Committee (PRC); as well as Regional Economic Communities (RECs), the private sector, civil society, media, development partners, African diaspora and citizens.

    “We are delighted to work with the AUC, the continent’s leading regional institution, and its development partners to expand the reach and impact of its economic development programs,” said Makhtar Diop, World Bank Vice President for Africa.

    Washington, DC, USA - 6 August 2014: United States President Barack Obama announced a $37 billion investment in Africa, and another $110 million annual support to African Union peacekeeping efforts, at the end of the premier US-Africa Leaders’ Summit held in Washington DC, United States of America from 4-6 August 2014.

    Among other announcements, the African Growth and Opportunity Act (AGOA) will be renewed with more products included; over 60 million African homes to be lighted through to the Power African Initiative, and an African Centre for Disease Control (CDC) will be established in collaboration with the African Union.

    Speaking at a press conference following the end of the Summit, H.E. Dr. Nkosazana Dlamini Zuma, AU Commission Chairperson thanked President Obama for hosting the historic Summit, and for the announcements made that will further strengthen the relationship between Africa and the US.

    “It was a very successful summit with frank discussions among the leaders. We commend President Obama’s leadership and commitment as well as of his Administration to the deepening of US-Africa partnership. This summit is an important milestone in the longstanding relationship between U.S. and Africa.” She said.

    For three days the leaders from Government, civil society and private sector of both sides engaged in discussions on taking the partnership to a new level based on mutual respect and shared interests.

    “Africa looks forward to doing business with American companies, not because we need aid or assistance, but because it makes business sense to invest in Africa.” Dr. Dlamini Zuma assured highlighting the potentials in the continent, adding that, “if America business do not hasten to invest, others will, because it makes sense to do so.”

    The AUC Chairperson said the summit was held at a very opportune moment, when Africa is conceiving its Agenda 2063, the future it wants in the next 50 years. The content of the high level dialogue was in line with the Common African Position on Post-2015 Development agenda, and the aspirations of the African people clearly emerging from consultations.

    The leaders examined how to work together to advance trade and investment relations, particularly in infrastructure and energy, transforming African economies and integrating the global value chains. The importance of quality and timely service delivery was emphasized.

    Regional integration, it was agreed, must be accelerated not just as social imperative, but as economic necessity. President Obama pledged to support continental integration initiatives, while contributing to building capacity to facilitate intra-continental trade, as well as negotiating contractual agreements with investors, to enhance beneficiation from local resource exploitation.

    During the dialogue with almost 50 African leaders in attendance, they articulated in unison the support to curb the illicit financial flows from Africa. Mechanisms will be established to build the capacities of African States to monitor and limit the illicit flow of funds through tax evasion and other unacceptable methods.

    The leaders focused on systemic security challenges and threats, and how to address them more effectively at the regional and continental levels. They agreed to enhance regional cooperation, crisis prevention and support to African early warning mechanisms. The US will assist countries that have already indicated their willingness to form part of the rapid deployment capacities, and peacekeeping. President Obama announced an annual contribution of $110 million to support the African Union’s peacekeeping initiatives in countries like Somalia and the Central African Republic. The US will also support capacity development to build strong and professional security forces.

    Investing in women and youth is a continental agenda that was fully embraced by the US administration. Ahead of the conference about 500 youths had been invited to participate in the Young African Leadership Initiative (YALI). Supporting the empowerment of youth and women will remain central as the leaders look toward “Investing in the next generation,” as was the main theme of the Summit.

    As this maiden summit drew to a close, it was unclear when the next Summit will take place. However, President Barack Obama voiced his encouragement for his successor to continue with this initiative, which he described as a “critical part of our work going forward.”

    Addis Ababa, Ethiopia –01 August 2014:The African Union Commission commends the ongoing continental and global efforts to turn the tide against the Ebola outbreak in Guinea, Sierra Leone and Liberia. The current epidemic is the biggest and most complex that the West African region has experienced since the first human outbreak occurred in 1976. The current epidemic has killed 729 people out of 1,323 infected since February according to the latest reports.

    “The response to the Ebola outbreak needs concerted continental and global action to address the epidemic which poses a threat to global health and development” said Dr. Nkosazana Dlamini Zuma, Chairperson of the African Union Commission.

    The Ebola virus epidemic is spreading throughout the Republic of Guinea, Sierra Leone, Liberia and one case has since been recorded in the Federal Republic of Nigeria. There is a possibility that the outbreak may spread to other countries in West Africa and beyond if effective measures including community engagement are not put in place. Various mechanisms will need to be put in place to ensure that African countries are prepared to deal with the threat.

    Efforts by the African Union Commission to mobilise Member states, partners and the international community to complements the efforts of the affected countries, especially in replenishing the African Public Health Emergency Fund are underway. More resources are needed to meet the needs on the ground including the deployment of several hundred medical personnel in affected countries to ease the strain on overstretched treatment facilities.

    Various actions that are needed to stop the epidemic include strengthening surveillance systems and community education. The Ebola outbreakhas further provided the impetus to urgently speed up the establishment of the African Centre for Disease Control and Prevention for early detection, preparedness and response.

    Addis Ababa, 1 August 2014: The Chairperson of the Commission of the African Union (AU), Dr Nkosazana Dlamini-Zuma, urges the Member States to sign and ratify, as soon as possible, the AU Convention on Cross-Border Cooperation. Also known as the Niamey Convention, this instrument was adopted by the 23rd Ordinary Session of the AU Assembly of Heads of State and Government, held in Malabo, Equatorial Guinea, on 26 and 27 June 2014.

    The Chairperson of the Commission stresses the importance of the early entry into force and effective implementation of the Niamey Convention, which is an important component of the AU Border Programme (AUBP), launched in 2007 and whose two overall objectives are the structural prevention of conflicts and the deepening of integration on the continent. She recalls that the Niamey Convention seeks, in particular, to develop and strengthen good neighborly relations between border communities, territorial administrations, bodies and authorities in two or more States, including through the conclusion of specific agreements and arrangements to this end.

    The Chairperson of the Commission expresses the commitment of the Commission to support the efforts of Member States to give full effect to the provisions of the Convention, once it has entered into force. In this regard, particular attention will be paid to the operationalization of the Continental Border Consultative Committee, comprising representatives of the Regional Economic Communities, and tasked, under the auspices of the Commission, to promote cross-border cooperation, as well as of the AUBP Fund, which will be financed through voluntary contributions from Member States and other miscellaneous revenue

    AUC delegation arrives in Washington DC for first US-Africa Leaders' Summit

    Washington DC, USA - 1 August 2014: A delegation of the African Union Commission, led by Chairperson H.E. Dr. Nkosazana Dlamini Zuma will arrive in Washington on 2 August for the first and historic US-Africa Leaders' Summit. The delegation will be joining about 50 African Heads of State and Government in high level dialogue and meetings with a cross section of top officials of President Barack Obama's Administration. The first ever US-Africa Leaders’ Summit is being organized from 4-6 August 2014, in Washington DC.

    On the invitation of US President Barack Obama, the leaders will hold a high level strategic dialogue under the theme: “Investing in the Next Generation.” It is expected that these discussions and other side engagements with further strengthen the cooperation between Africa and the US at the continental level, building upon the existing strong bilateral and regional cooperation.

    The Summit will focus on three sub-themes: Investing in Africa’s Future; Peace, and Regional Security; Governing for the Next Generation (Capacity Development). Though invited on individual basis, Africa is expected to speak from a common position on these areas which are of critical importance to the continent’s future.

    "The Summit offers another great opportunity to further refine our reflections on the Africa we want, and how to make it happen, with the support of partners such as the United States. Therefore, I look forward to discussing with the leaders about how we can drive strategies such a skills revolution for our young girls and boys, on financially and technically supporting the energy generation, infrastructural development that fast-track our regional integration agenda, and more as we envision our Agenda 2063." Dr. DlaminiZuma projects her expectations before leaving the AU Headquarters in Addis Ababa for Washington DC.

    Aside from other meetings preceding the Summit such as with the Private Sector, the Youth and AGOA forum, during which she will make statements, the AU Chairperson will on Sunday 3 August deliver an opening address at the "Believe in Africa Day" an Africa Diaspora-led initiative to showcase business opportunities in Africa.

    On the final day of the Summit, Dr. Dlamini Zuma will co-grant a Press Conference with H.E. Mohamed Ould Abdel Aziz President of the Islamic Republic of Mauritania and current Chairperson of the AU. This will follow the final Press Conference of President Barack Obama.

    Togo's AU Permanent Rep bids farewell

    Addis Ababa, Ethiopia - 30 July, 2014: The tenure of office of Mrs. Kouvahe Amoko Holadem, Togo's Ambassador to the Federal Democratic Republic of Ethiopia, and Permanent Representative to the AU has come to an end. She paid a courtesy call to bid farewell to the AU Commission Chairperson H.E. Dr. Nkosazana Dlamini Zuma.

    In her farewell remarks, the outgoing Togolese Representative expressed her appreciation in leadership of the Commission since the Chairperson took over affairs.

    On her part, Dr. Dlamini Zuma thanked Amb. Amoko Holadem for working hard to promote the objectives of the Union. "Only mountains don't meet. We'll meet again." She assured her as she bid goodbye.

    Dlamini Zuma calls for an integrated approach to dealing with illegal poaching

    Addis Ababa, Ethiopia - 30 July, 2014: "Our police, immigration, judiciary, defense forces and others must assist the game rangers and forest guards in combating illegal poaching in our countries." Dr. Nkosazana Dlamini Zuma, African Union Commission Chairperson calls for the an integrated approach to fight against illegal poaching during a meeting with Congolese Minister of Sustainable Development and Forest Economy, Mr. Henri Djombo.

    The Minister had come to brief the Chairperson on an upcoming international conference on illegal poaching, as approved by the Heads of State and Government during the 23rd AU Malabo Summit. Scheduled to take place in 2015, the Minister highlighted the need for a national to regional strategy, and the necessary resources for its effective implementation.

    Concurring with the Minister on the need for urgent and concerted strategy, the AUC Chairperson noted that any agreed strategy must be inward-looking to curb the supply side, as well as outward looking to raise awareness and lobby with end-user countries to curtail the demand.

    They had a common understanding on the need to identify the entire value chain of poaching, and raising the needed resources locally, before seeking international support.

    "These are the issues we must look at, and propose to the Heads of State and Government. Our patrimony is now the world's heritage. We need the support of the international community to protect it." Dr. Dlamini Zuma said.

    Under the leadership of Congolese President Denis Sasou Nguesou, the strategic conference is being planned by UNEP, AfDB, AUC, WWF and other international NGOs.

    Bulgaria, Francophonie, UNICEF and Pakistan Reps present letters of credence

    Addis Ababa, Ethiopia - 30 July, 2014: Four newly appointed Ambassadors and Chargé to the Federal Democratic Republic of Ethiopia and Permanent Representatives to the African Union have presented their letters of credence to the Chairperson of the African Union Commission, H.E. Nkosazana Dlamini Zuma.

    Bulgaria
    Congratulating and welcoming the Chargé d'Affaires of the Republic of Bulgaria, H.E. Dragavest Garanov, to Africa, Dr. Dlamini Zuma expressed the hope that he will find it most useful in his career. Being posted to Addis Ababa, and to Africa for the first time, Amb. Garanov pledged his best to better understand the AU in order to contribute to strengthening the relationship between the AU and Bulgaria, as well as promoting the relationship between the EU and Africa.

    La Francophonie
    H.E. Malik Sarr is the new Permanent Representative of the "Organisation Internationale pour la Francophonie." He presented his letter of Credence, highlighting the interest of his Organisation to strengthen collaboration with the AU in the areas of education, agriculture, conflict management and political cooperation. He extended an invitation from President Abdou Diof, President of the OIF to have the AUC Chairperson attend the next Francophonie Summit scheduled for Dakar during which he will stand down, allowing place for the new President who will be elected.

    UNICEF
    "UNICEF is an organsiation that is close to all our hearts." Dr. Dlamini Zuma greeted Dr. Iyorlumum Uhaa, UNICEF's newly appointed Representative to the AU and the UNECA. Presenting his letter of Credence, Dr. Uhaa echoed UNICEF's commitment to make sure that the next generation of African children will grow healthily, be well educated and fully able to contribute to Africa's growth and prosperity.

    A strong advocate against child marriage, Dr. Dlamini Zuma emphasized that "If we do everything to get the girls to school, and keep them at school, it is the best strategy to fight against child marriage. Parents should know this." The AUC said to the new UNICEF representative.

    Pakistan
    Presenting his letter of Credence to the AUC Chairperson, H.E. Imram Yawar, Ambassador designate of Pakistan to Ethiopia expressed his delight for the opportunity to work with Africa, which he described as "having an important role to play in global politics. For thesis reason, he said, his country's foreign policy is geared toward improving relationship with Africa.

    Welcoming Amb. Imram Yawar, Dr. Dlamini Zuma expressed appreciation of Pakistan's cooperation with AU Member States, particularly in the areas of peacekeeping, diplomacy, banking and finance. She hoped he will find it gratifying working with the AU.

    Solidarity Message to the entire Muslim Ummah

    on 2014 Eid-Al-Fitr for Muslims marking the end of the Holy month of Ramadan

    It is with great pleasure that I heartily congratulate the entire Muslim Ummah in general and members of the African Union Muslim Community in particular as you celebrate this year’s Eid-Al-Fitr marking the end of the Holy month of Ramadan.

    I know that this period has been a very special one of prayers, fasting and quite devotion as you have continued to support the less fortunate through charity and those struggling through various socio-economic and political difficulties. I hope that this sacred time served as a reminder of our joint responsibility to end the suffering of those experiencing senseless conflicts and violence, here in Africa and elsewhere in the world. It is our shared responsibility to collectively uphold peace and pursue justice for all our peoples.

    Addis Ababa, 24 July 2014: The Chairperson of the Commission of the African Union (AU), Dr. Nkosazana Dlamini-Zuma, welcomes the successful conclusion of the first phase of the inclusive inter-Malian dialogue, marked by the signing, today, in Algiers, by all the Parties involved in the negotiation process, of a Consensual Roadmap and a Declaration of Cessation of Hostilities. She stresses that this successful outcome of the initial phase of the negotiations, which took place from 16 to 24 July 2014 and in which the AU was represented by its High Representative for Mali and the Sahel, accompanied by a team of experts, bodes well for the continuation of the inclusive inter-Malian dialogue.

    The Chairperson of the Commission urges the Malian Parties to seize the opportunity arising from this significant progress to find a negotiated and consensual solution to the current crisis, on the basis of the respect of the sovereignty, unity, territorial integrity and the secular nature of the Republic of Mali. She reiterates the need for the Parties to do everything possible to maintain the climate of mutual confidence which is necessary for achieving a definite end to all hostilities, as well as for the continuation and successful completion of the negotiations.

    The Chairperson of the Commission welcomes the decision taken by all the Parties to launch the second phase of the negotiations from 17 August to 11 September 2014, in Algiers, under the auspices of the Algerian Mediation, in coordination with the AU, the United Nations (UN) the Mediation of the Economic Community of West African States (ECOWAS), the European Union (EU) and the Organization of the Islamic Cooperation (OIC) and with the accompaniment of the countries of the region (Burkina Faso, Mauritania, Niger and Chad).

    The Chairperson of the Commission reiterates the AU’s full support to the efforts of the Algerian Government, under the auspices of President Abdelaziz Bouteflika, in assisting the Malian stakeholders to successfully overcome the challenges facing their country. The AU, which welcomes the sustained engagement of the international partners in support of the ongoing process, will continue to lend its active support to the negotiation.

    Cotonou, Benin, 24 July, 2014: African Union Commission Chairperson H.E. Dr. Nkosazana Dlamini Zuma has arrived in Cotonou, Benin at the invitation of the President Yayi Boni for an official visit from 24 - 27 July 2014, as well as to deliver a statement at a Ministerial Conference of Least Developed Countries on Monday 28 July.

    The AUC Chairperson will meet with President Yayi Boni at State House during which they will discuss regional and continental issues ranging from agriculture and food security, infrastructure, regional integration projects, peace, security and development, particularly, but not limited to issues emanating from the 23rd AU Summit in Malabo.

    Dr. Dlamini Zuma and President Yayi Boni will also discuss preparations of the upcoming 1st US-Africa Leaders Summit scheduled to take place in Washington DC, US from the 4 - 6 August 2014. President Yayi Boni will offer a State Dinner in honour of the AUC Chairperson.

    Beyond her engagements with Government Officials, Dr. Dlamini Zuma will be engaging and discussing with women’s groups, on their contributions to Africa’s development.

    Dr. Dlamini Zuma will travel to Benin’s capital city, Porto-Novo during which she will visit the Business Promotion Center, the “Ecole du Patrimoine African”, and also meet with a cross-section of women beneficiaries of Benin’s micro-credit schemes. She will visit the Songhai Project (for Agri-business and agricultural entrepreneurs), which hosted the 3rd batch of AU Volunteer programme in December 2012.

    Following the official visit the AUC Chairperson will on Monday, 28 July 2014 deliver an opening statement at the Ministerial Conference on New Partnerships for Productive Capacity Building in Least Developed Countries (LDCs) scheduled to take place in Cotonou from 28-31 July 2014.

    According to the organisers (UN-OHRLLS), the conference aims to identify new and innovative partnerships to strengthen productive capacities in the LDCs identified as a priority area in the Istanbul Programme of Action. It will also discuss cross-cutting issues such as gender equality, women empowerment, employment and sustainable development.

    Addis Ababa, 21 July 2014: The Chairperson of the Commission of the African Union (AU), Dr. Nkosazana Dlamini-Zuma, strongly condemns the attack that was carried out on 20 July 2014, in Nassir Town, in the Upper Nile State, by the SPLM/A (in Opposition), headed by Dr. Riek Machar.

    The attack is all the more reprehensible as it took place against the background of renewed efforts by the Intergovernmental Authority on Development (IGAD), with the support of the AU, the United Nations (UN) and other members of the international community, to move forward the peace process. The attack is in violation of the recommitment made by the Parties, in Addis Ababa, on 9 May 2014, to fully comply with the Cessation of Hostilities Agreement.

    The Chairperson of the Commission calls on all the South Sudanese parties, in particular the SPLM/A (in Opposition), to fully comply with all Agreements they have signed and immediately return to the negotiating table. She also calls on them to respect the integrity of the Monitoring and Verification Mechanism (MVM), as well as to guarantee the safety of its Monitors, who have been deployed in various locations in South Sudan, including in Nassir Town.

    The Chairperson of the Commission reiterates AU’s continued support to IGAD mediation efforts. She stresses the urgency of reconvening the political talks so as to facilitate the early establishment of the transitional Government as per the 9 May and 10 June 2014 Agreements and a lasting solution to the conflict.
