Agenda 2063 is the blueprint and master plan for transforming Africa into the global powerhouse of the future. It is the strategic framework for delivering on Africa’s goal for inclusive and sustainable development and is a concrete manifestation of the pan-African drive for unity, self-determination, freedom, progress and collective prosperity pursued under Pan-Africanism and African Renaissance.
H.E. Mr. Paul Kagame, President of the Republic of Rwanda, was appointed to lead the AU institutional reforms process. He appointed a pan-African committee of experts to review and submit proposals for a system of governance for the AU that would ensure the organisation was better placed to address the challenges facing the continent with the aim of implementing programmes that have the highest impact on Africa’s growth and development so as to deliver on the vision of Agenda 2063.

Djibouti, 18 February 2018 – H.E Mr. Anicet-Georges Dologuélé, former Prime Minister of the Central African Republic is leading the Election Observation Mission of the African Union (AU) to the legislative elections of February 23, 2018 in the Republic of Djibouti. Upon his arrival in the Djiboutian capital on Saturday 17 February 2018, he was welcomed by the Representative of the Government authorities and the technical team put in place by the Democracy and Electoral Assistance Unit (DEAU) of the AU Department of Political Affairs.
The AU Election Observation Mission to the legislative elections of February 23, 2018 in the Republic of Djibouti was authorized by H. E Mr. Moussa Faki Mahamat, Chairperson of the African Union Commission (AUC) with the view to ensure a free and fair elections as prescribed by the African Charter on Democracy, Elections and Governance, which entered into force on 15 February 2012, among other legal instruments of the AU.
On Sunday 18 February 2018, at the AU Elections Observation Headquarters in Djibouti, Mr. Anicet-Georges Dologuélé, chaired his first meeting with the AU Technical Team to plan for the activities of the AU Observers Mission during the legislative elections in Djibouti. He was briefed by the coordinator of the technical team of the AU elections observation, Ms. Karine Kakasi Siaba, from the Democracy and Electoral Assistance Unit of the Department of Political Affairs. She informed the Head of Mission on the agenda of deployment of the AU observers to the various regions of the country during the elections, as well as the various meetings scheduled for the Head of Mission with the different political actors and stakeholders ahead of the legislative elections.
The AU Head of Mission commended the team spirit of the members of the technical staff that has been assigned by the AU to ensure a successful observation of the legislative elections in Djibouti, and promised to be open to address any inquiry with the view to facilitate their work.
