    BACKGROUND: The APR Summit is a meeting convened bi-annually on the margins of the African Union (AU) Summit to discuss APRM-related matters. At the Summit H.E Alassane Ouattara, President of the Republic of Cote d’Ivoire will sign the MoU of accession to the APRM. Benin and Sierra Leone are expected to present Progress Reports on the implementation of their countries’ National Programmes of Action (NPOA).
    In addition, the Forum will announce the appointment of the APR Vice chairperson, the two Panel Members and the New CEO of the APRM Secretariat.

    29 JANUARY 2015

    What: Opening of High Level African Trade Committee (HATC) Meeting.

    Who: Heads of States and Governments of the African Union Member states

    When: 29 January 2015 from 5:00 PM - 7:00 PM

    Where: African Union Headquarters, Small Conference Hall 1

    Background:

    The Assembly of Heads of State and Government of the African Union adopted, during its 18th Ordinary Session in January 2012, the decision to establish a Continental Free Trade Area (CFTA) by the indicative date of 2017. It also endorsed an Action Plan for Boosting Intra-Africa Trade (BIAT) as well as a CFTA/BIAT Architecture that includes the High-Level African Trade Committee (HATC) made up of Heads of State and Government (Chairs of the RECs). The HATC is to play a facilitating role and unlock any blockages that might arise in the process of implementing the CFTA/BIAT agenda. These historic AU Summit decisions of January 2012 are aimed at fast tracking and deepening Africa’s market integration and using it as an effective instrument for the attainment of rapid and inclusive economic growth and development.
    The HATC, comprising of Heads of State (Chairpersons of the RECs) was mandated by the Summit to provide a facilitating role and unblock any blockages that might arise in the process of implementing the CFTA/BIAT agenda.

    Objectives:

    The HATC meeting is to review and discuss the recommendations of the Ministers of Trade on intra-African trade, Continental Free Trade Area (CFTA), World Trade Organization (WTO) issues, EPA and AGOA among others and give strategic guidance to the Commission on the way forward, particularly in the light of mega trade deals being concluded in the world. In particularly, the HATC will review progress towards the launch of the Continental Free Trade Area Negotiations at the next AU Summit. H.E President John Dramani Mahama, of Ghana, will chair the meeting.

    Launch of report: The Right to a Nationality in Africa

    The African Union Commission, the African on Human and Peoples’ Rights, and the United Nations High Commission for Refugees, will launch a study on The Right to a Nationality in Africa, highlighting challenges to Citizenship and statelessness in Africa, and proposing the urgent need for a Protocol on Citizenship in Africa.     Millions of people without citizenship in Africa are deprived of the right to vote, to cross borders, and to access state health or education services. The challenges of lack of citizenship rights generate conflict and undermine democracy in many countries in Africa. The report draws special focus on these challenges and indentifies key recommendations for adoption by African countries as a matter of urgency.

    Who:
    ACHPR- The African Charter established the African Commission on Human and Peoples’ Rights. The Commission was inaugurated on 2 November 1987 in Addis Ababa, Ethiopia. The Commission’s Secretariat has subsequently been located in Banjul, The Gambia. In addition to performing any other tasks which may be entrusted to it by the Assembly of Heads of State and Government, the Commission is officially charged with three major functions:

    ◦the protection of human and peoples' rights
    ◦the promotion of human and peoples' rights
    ◦the interpretation of the African Charter on Human and Peoples' Rights

    UNHCR- The United nations High Commission for Refugees is mandated to lead and co-ordinate international action to protect refugees and resolve refugee problems worldwide. Its primary purpose is to safeguard the rights and well-being of refugees. It strives to ensure that everyone can exercise the right to seek asylum and find safe refuge in another State, with the option to return home voluntarily, integrate locally or to resettle in a third country. It also has a mandate to help stateless people.
