The AU-IOM-ILO Joint Programme on Labour Migration (JLMP) and the Government of Cote d'Ivoire held a pre-validation meeting today to assess a report on the status of the Labour Market Information System (LMIS) in the country. The assessment report, presented at this pre-validation meeting, marks a significant milestone in establishing the LMIS in Cote d'Ivoire. The LMIS aims to provide Member States with insights into labour market supply and demand, enhance employment planning, and foster collaboration among key stakeholders.

Ms. Odette Bolly, the JLMP Coordinator at the AUC, emphasized the importance of a coordinated and inclusive approach involving all stakeholders to ensure that the system design meets the specific labour market needs of the country.

"Labour Migration and Labour Market Statistics are among our main areas of focus. Data forms the foundation for effective policy formulation, planning, and decision-making," Ms. Odette stated.

The report comprehensively assesses the country's LMIS infrastructure, data collection and analysis mechanisms, and the capacity for effective data sharing. It also identifies opportunities for improvement, such as enhancing data quality, expanding data collection coverage, and integrating LMIS into broader development plans.

Mr. Emmanuel Kobina Kouassi, the Senior Economic Statistician at the Ministry of Employment and Social Protection, the Republic of Cote d'Ivoire, expressed the government's full support for the LMIS efforts, emphasizing its contribution to effective labour migration governance. "An effective LMIS will inform Cote d'Ivoire's National Development Plan (NDP) 2021–2025 by identifying skills gaps, forecasting future labour needs, and improving targeted workforce planning strategies," Mr. Kobina highlighted.

Furthermore, the system will guide education and training programs to ensure a skilled workforce that meets the demands of emerging sectors, while promoting efficient labour market functioning, reducing unemployment rates, and driving inclusive economic growth.

The report will be validated by the government in July 2023 and serve as a benchmark tool not only for the development of the LMIS in Cote d'Ivoire but also for neighbouring countries with similar labour migration trends.

The Joint Labour Migration Programme (JLMP) is a long-term joint undertaking designed to implement the 5th Key Priority Area of the Declaration and Plan of Action on Employment, Poverty Eradication and Inclusive Development adopted by the Assembly of Heads of State and Government in Addis Ababa, Ethiopia in January 2015. Its strategy focuses on intra-African labour migration and supports achievement of the First 2023 Ten Year Plan of the AU’s Agenda 2063 and of the UN Sustainable Development Goals (SDGs). The programme aims to promote inclusive development and integration through better governance of labour migration.
