The Fourth (4th) Ordinary Session of the Specialized Technical Committee Meeting on Youth, Culture and Sports (STC-YCS4)

“Youth as Drivers of Sport, Culture and Creative Economy in Africa”

What: The Fourth (4th) Ordinary Session of the Specialised Technical Committee Meeting on Youth, Culture and Sports (STC-YCS4) under the theme “Youth as Drivers of Sport, Culture and Creative Economy in Africa”

When: The STC will take place from 28th October -1st November 2021.

The STC-YCS4 will be organized as follows:

  • 28th - 30th  October 2021: Meeting of Experts
  • 1st  November 2021: Africa Youth Day & Meeting of Ministers

Who: The STC on Youth, Culture and Sports (STC-YCS4) will be convened by the African Union Commission Department of Health, Humanitarian Affairs & Social Development (HHS) & Directorate of Women Gender and Youth. The meeting will be preceded by Senior Officials meeting and later on with the Ministerial session.

Why: The purpose of the Specialized Technical Committee Meeting on Youth, Culture and Sport IV (STC-YCS4) is to provide a common platform for Senior Officials, experts and Ministers of Youth, Culture and Sport to review progress made on the implementation of decisions of the STC-YCS3; deliberate and report on the implementation of activities on the theme of the STC-YCS4 and AU theme of the year, which is: “The Year of Arts, Culture, and Heritage: Levers for Building the Africa We Want”; develop key strategies and recommendations for the promotion of arts, culture, heritage and sport as an essential tool for youth development in Africa. The STC-YCS is an opportunity to highlight progress, achievements, priorities and recommendations of Member States, Young people and Partners on Youth Development, Arts, Culture and Sports.

Objectives:

  1. Review progress made on the implementation of the decisions of the 3rd Specialized Technical Committee Meeting on Youth, Culture and Sport (STC-YCS3);
  2. Deliberate on the theme of the STC-YCS4: “Youth as Drivers of Sport, Culture and Creative Economy in Africa”;
  3. Report on the ratification, domestication, and progress of implementing instruments and policies on Youth, Culture and Sports;
  4. Present the outcomes of the Pre-STC Consultations; and
  5. Discuss lessons learned, priorities, innovations and opportunities on the three sectors.

Expected Outcomes:

I. Matrix on the implementation of the decisions of the 3rd Specialized Technical Committee Meeting on Youth, Culture and Sport (STC-YCS3) presented;

II. The theme of the STC-YCS4: “Youth as Drivers of Sport, Culture and Creative Economy in Africa” deliberated on; with key strategies and recommendations for the promotion of arts, culture, heritage and sport as an essential tool for youth development in Africa outlined;

III. The status of ratification, domestication and implementation status of the AU instruments on Youth Culture and Sports reported and discussed;

IV. The outcomes of the Pre-STC consultations presented, discussed and validated; and

V. Lessons learned, priorities, innovations and opportunities on the three sectors.

Considering the challenges caused by the ongoing COVID-19 pandemic, the STC  will be hosted virtually through the Zoom online platform.

The high level meeting will convene participants including Member States – through their respective Ministries of Youth Sports and Culture (which will include Ministers and Senior Officials); Youth Organizations and Civil society, Diaspora Youth; Regional Economic Communities (RECs); African Union Sport Development Regions; Pan African Cultural Organizations; Sport Organizations; UN Organizations; Thematic experts; Media and various stakeholders.
