Agenda 2063 is the blueprint and master plan for transforming Africa into the global powerhouse of the future. It is the strategic framework for delivering on Africa’s goal for inclusive and sustainable development and is a concrete manifestation of the pan-African drive for unity, self-determination, freedom, progress and collective prosperity pursued under Pan-Africanism and African Renaissance.
H.E. Mr. Paul Kagame, President of the Republic of Rwanda, was appointed to lead the AU institutional reforms process. He appointed a pan-African committee of experts to review and submit proposals for a system of governance for the AU that would ensure the organisation was better placed to address the challenges facing the continent with the aim of implementing programmes that have the highest impact on Africa’s growth and development so as to deliver on the vision of Agenda 2063.

Ladies and Gentlemen.
We have come to the end of three days of very exciting and productive discussion on effective migration governance in our continent. I would like to seize this opportunity to express my appreciation to all the Honorable Ministers here present who took time off their busy schedules to attend the PAFOM. It proves a commitment towards the AU migration agenda and to finding durable solution to several challenges around migration that our contentment is facing.
I thank you for your positive input and constructive comments which will go a long way informing policy considerations for the betterment of the PAFOM and Migration issues in Africa. I would also like to thank all the delegates and the experts for all the extensive deliberations and positive contribution during their meeting which formed a very good basis for this Ministerial meeting.

For the last few days, we have spent a considerable time to deliberate on how to strengthen migration statistics in the continent. It has been gratifying to see your active participation in the meeting. I am happy to note for example the contributions you have made to strengthen this forum through the proposed terms of reference. We are looking forward to work closely with the Chair of Forum as we immediately start the preparations for the next meeting in 2020.

This meeting also noted on the need to establish national consultations mechanism that brings all the critical stakeholders on board. The Commission will be happy to provide technical support to Member States and RECs to ensure this mechanism is established. We are also ready to participate and support Regional Consultative mechanisms/Processes to provide synergy with the continental process as well.
We want to assure you that we will include the outcome report of this forum to the upcoming STC on Migration, Refugees and IDPs to get its adoption. This will go a long way in giving us mandate as a secretariat of this Forum, together with other partners, to support Member States and RECs in its implementation. We also work together with the Chair of the Forum to operationalize the proposed Migration Statistics Working Group and also follow up with other recommendations of this group.
