This high-level panel will be led by the Chairperson of the African Union Commission H.E. Dr Jean Ping alongside Heads of Governments from Ethiopia, South Africa and Nigeria as invited speakers. It will bring together Ministers in charge of Youth from African Union Member States; Development Partners representations; Bi-lateral agencies; Youth leaders and the Media amongst other stakeholders to discuss the Implementation of the African Union Heads of State 17th Summit Decision on Accelerating Youth Empowerment and Development in Africa. It aims to open negotiations on the adoption by the UNGA; the African Union Youth Decade Plan of Action (2009-2018) as the global framework for youth development in Africa and the need for a Joint Donor Basket for Youth Development in Africa.

A key rally point will be AU's flagship program, the African Union Youth Volunteers Corps (AU-YVC) www.africa-youth.org, the African Youth Charter and the Public launch of the 2011 Status of Youth in Africa Report
