The Pan African Public Reporting Standard for Minerals and Energy Resources (PARC) document is an operational code developed to provide a unified and standardized framework for public reporting on minerals and energy resources across Africa. PARC supports the goals of the Africa Mining Vision (AMV) and Agenda 2063, aiming to increase transparency, accountability, and competency in resource reporting. It ensures that public disclosures meet the highest standards of governance, ethics, and professionalism by aligning reporting with social, environmental, and economic considerations.

PARC was established by the African Minerals Development Centre (AMDC) with the support of the Organisation of African, Caribbean, and Pacific States (OACPS), the European Union (EU), and the United Nations Development Program (UNDP). This standard is intended to instill confidence in investors and stakeholders by promoting consistent, accurate, and reliable reporting practices. It covers guidelines for competent persons, reporting requirements, and compliance protocols for various mineral and energy resources, including petroleum, nuclear fuels, renewable energy, and more.

The document serves as a guide for policymakers, governmental institutions, industry operators, and financial entities, ensuring that African nations can fully benefit from their resource wealth through enhanced resource management, public accountability, and regulatory coherence at regional and continental levels.
